The key insight:
A VP of Operations is not a smaller COO or a bigger operations director. It is the rung where the job stops being about running sites and starts being about owning how the whole system runs.
JOH Partners benchmarks the total annual package for a VP of Operations at USD 220,000 to 380,000 in the United States, GBP 130,000 to 210,000 in the United Kingdom, AED 900,000 to 1.8 million in the UAE and SAR 1.0 million to 2.0 million in Saudi Arabia. The job sits between two roles that are benchmarked far more often, operations director below it and chief operating officer above it, and it is the one most likely to be mispriced because it is easy to read as either of them.
This guide is deliberately about the middle rung. For the role above, see our COO pay benchmarks, and for the role below, operations director salary. The bands here are built to sit consistently alongside both, and alongside the generic VP salary guide, whose corporate and operating line this guide narrows to operations. The figures come from the executive search mandates JOH Partners runs across operating businesses in the US, UK and Gulf.

Total annual package, meaning base plus bonus plus the cash-equivalent value of benefits, for a VP of Operations with genuine system-level responsibility. These are JOH Partners benchmarks for 2026.
| Market | VP of Operations total package | Top tier (large multi-site, regulated or PE-backed) |
|---|---|---|
| United States | USD 220,000 to 380,000 | USD 400,000 to 520,000+ |
| United Kingdom | GBP 130,000 to 210,000 | GBP 220,000 to 300,000+ |
| United Arab Emirates | AED 900,000 to 1.8m | AED 1.9m to 2.6m+ |
| Saudi Arabia | SAR 1.0m to 2.0m | SAR 2.1m to 2.9m+ |
The top of each band is not a ceiling. It is where the role starts to look like a chief operating officer's, and a VP who moves into the top-tier column has usually taken on profit and loss ownership or a materially larger footprint.
The ladder table is the most useful thing to hold against your own offer, because the three titles are routinely confused.
| Market | Operations Director | VP of Operations | Chief Operating Officer |
|---|---|---|---|
| United States | USD 175,000 to 340,000 | USD 220,000 to 380,000 | USD 280,000 to 550,000+ |
| United Kingdom | GBP 95,000 to 170,000 | GBP 130,000 to 210,000 | GBP 140,000 to 280,000+ |
| United Arab Emirates | AED 750,000 to 1.7m | AED 900,000 to 1.8m | AED 1.3m to 3.0m |
| Saudi Arabia | SAR 0.8m to 1.85m | SAR 1.0m to 2.0m | SAR 1.4m to 3.3m |
Read across, not down. The bands overlap on purpose, because the overlap is real: a strong operations director at a large multi-site business can out-earn a VP at a smaller one. What separates the rungs is rarely the label. It is what the role owns.
Four factors, roughly in order of weight.
Profit and loss ownership. A VP who owns a number is paid consistently more than one who owns only a cost base. This is the single clearest line across senior operations pay.
Footprint. The number of sites, regions or countries in scope. A VP running eight plants across three countries is doing a different job from one running two sites in a single market, even where the title and the reporting line are identical.
Sector. Margins matter. Industrials, energy, logistics and regulated businesses tend to pay more for comparable scope than lower-margin sectors. JOH Partners' 2026 pricing read on Gulf industrials compensation sets out how boards price operators in that segment.
Reporting line. A VP reporting directly to the chief executive in a lean business often holds the mandate a COO would hold in a larger one, and is paid accordingly. The title stays the same; the authority behind it does not.
Head of operations is a looser label than VP of Operations. It can mean the first operator in a growing company, where the job is to build the function, or the lead of a large function inside a bigger group. Because the scope varies so widely, the pay range does too, and any single figure would mislead.
As a rule the title sits at or below the operations director band in the table above, and a VP of Operations sits above it. If you are comparing a head of operations offer, ignore the title and benchmark on three things: the budget you own, the number of sites and people you run, and who you report to. If the answers look like an operations director's, use that column. If they look like a VP's, use the VP column.
VP is less common in the Gulf than in the US. In a family group or a government-related entity the same role is more often called Group Operations Director, Executive Director of Operations or Chief Operating Officer, and the label can sit a rung higher or lower than the same words would in London. Compare the reporting line and the scope, not the label.
In the UAE, personal income is not taxed, so the gross package is close to the net, and senior packages typically add housing, schooling and annual flights on top of base and bonus. A UAE package in the AED 900,000 to 1.8 million range frequently lands ahead of a nominally similar UK figure once tax and benefits are counted. For the wider picture on how senior pay is built, see our director salary and executive compensation guide. If you are working out where a Gulf title sits against a Western one, director, VP and manager explains the usual hierarchy and where it breaks.
Public statistics can give context, but they do not measure this role. The US Bureau of Labor Statistics reports that the median annual wage for general and operations managers was USD 105,770 in May 2025, a very broad occupation that includes small-business managers, and describes chief operating officers as managing a specific part of the organisation. In the UK, the Office for National Statistics reports median gross annual earnings of GBP 40,911 for full-time employees who had been in their job at least a year in April 2026 (provisional), which is across all occupations. Treat both as context for how far an executive package sits from the wider labour market, not as a benchmark for a VP of Operations. The executive bands above come from JOH Partners search data.
Two checks matter most.
First, ask what the role owns. If it owns profit and loss, or a cost base large enough that a ten per cent saving moves the business, price it toward the top of the band. If it supports someone else's number, price it toward the middle. See JOH Partners' view of the chief operating officer role for how a group sees the role above.
Second, treat the way a mandate is priced as a signal about readiness for the next one.
