Chess pieces on a board, representing the chief strategy officer role and chief strategy officer salary

The key insight:

A chief strategy officer title tells you almost nothing about the pay. What the seat owns, and who it reports to, tells you nearly everything.

Ask what a chief strategy officer earns and the honest answer starts with a question back: what does the seat own? In some organisations the title sits over a deal team and a pipeline of acquisitions. In others it runs a transformation office with a fixed term. In others it is a small team that supports the chief executive's agenda and prepares the board paper. The three are priced differently, and a salary figure that ignores the difference will mislead.

This guide sets out what JOH Partners benchmarks for chief strategy officer pay across the US, UK, UAE and Saudi Arabia, what the seat owns in different organisations, who it reports to and why sovereign and government-related entities hire the role differently. It sits alongside our benchmarks for chief operating officer pay, chief commercial officer pay and chief information officer pay, and the figures are set to be read next to the wider director and executive band.

What JOH Partners benchmarks

Total annual package, meaning base plus bonus plus the cash-equivalent value of benefits, for a chief strategy officer with genuine ownership of strategy, planning or deals. These are JOH Partners benchmarks for 2026.

MarketChief strategy officer total packageTop tier (large, deal-heavy or sovereign-linked)
United StatesUSD 260,000 to 500,000USD 520,000 to 900,000+
United KingdomGBP 140,000 to 260,000GBP 270,000 to 450,000+
United Arab EmiratesAED 1.1m to 2.5mAED 2.6m to 3.8m+
Saudi ArabiaSAR 1.2m to 2.8mSAR 2.9m to 4.5m+

Read the UAE figure against our other C-suite benchmarks: a chief operating officer sits at AED 1.3m to 3.0m, a chief information officer at AED 1.2m to 2.4m and a chief commercial officer at AED 1.8m to 3.6m. The chief strategy officer lands close to the technology seat and below the two roles that own larger operating or revenue scope, unless the mandate is deal-heavy or sovereign-linked, in which case it moves towards the top of its band.

What a chief strategy officer owns

The same title covers three quite different jobs. Which one you hold is the largest single driver of where you sit in the table.

BuildWhat it ownsHow it is priced
Corporate development and dealsAcquisition and disposal pipeline, valuation, integration planningHighest: pay is linked to transactions closed and value created
Transformation officeA multi-year change programme with milestones and an end dateMid to high, often with a completion bonus; JOH Partners writes separately about the chief transformation officer mandate and its end date
Chief executive's strategic armLong-range planning, board papers, competitive intelligenceLowest: closer to a very senior staff role

JOH Partners' note on the chief strategy officer role and the difference between strategy and deal execution puts the formal remit as portfolio strategy, M&A screening, competitive intelligence and long-range planning submitted to the board, and observes that in practice much of the time can go into building the analytical case for a direction already chosen. That distinction, between originating options and making the case for one, is a pay driver as well as a role driver: an origination mandate with a direct line to the board is rarer and prices higher.

Who the seat reports to

Most chief strategy officers report administratively to the chief executive. That is usually workable, but it limits the seat's independence, and it is one reason pay sits below roles with their own board line such as the finance chief. Where the board has set up a strategy or investment committee with direct access to the function, the seat carries more weight and the package tends to follow. If you are negotiating, ask who the function's work goes to when the chief executive and the function disagree. The answer tells you which of the three builds above you are being offered.

For a comparison with a role that sits beside the principal rather than under a function, see our guide to chief of staff pay.

What sits inside the package

Base is rarely the largest part of the chief strategy officer number. The US Bureau of Labor Statistics notes in its entry on top executives that total compensation for corporate executives often includes stock options and other performance bonuses. The same is true of the strategy seat, and the mix varies by build.

ComponentWhat it looks like for a chief strategy officerWhy it matters
Base salaryRoughly half to two thirds of total rewardThe anchor that future increases compound from
Annual bonusTied to group results, with a deal or programme element in deal-led and transformation buildsSwings total compensation year to year
Long-term incentiveEquity or multi-year cash, most common in listed and private-equity-backed businessesWhere long-term value sits, when present
BenefitsIn the Gulf, housing, schooling and annual flights, often a material cash-equivalentLifts real take-home well above base

One practical point: public disclosure will not help you benchmark. The US Securities and Exchange Commission's Investor.gov guide to executive compensation explains that public companies disclose pay for the chief executive, the chief financial officer and the three other most highly compensated executive officers. A chief strategy officer appears in the proxy statement only if they are among that group, so for most organisations the seat's pay is not published, and market data from search mandates matters more.

What moves the number

Four factors explain most of the spread within each market.

The build. Deal-led beats transformation-led beats chief executive's arm, as above.

Scale and complexity. A multi-market group with an active acquisition programme prices well above a single-market business with a planning function.

Sector. Financial services, energy, private equity-backed groups and investment platforms price the seat at the top of the range; consumer and industrial groups sit lower.

Track record. A candidate who has closed and integrated deals, or delivered a transformation to its end date, commands a premium over one whose record is analysis alone.

A note on the Gulf

The Gulf hires this seat differently from Europe or the US. At sovereign-adjacent investment platforms, JOH Partners' view is that the role tends towards the origination model, because the investment committee includes voices beyond the founding family and the strategy output has to be defensible to it. At family groups, the seat is more often built to make the case for a direction the principal has already half chosen, and is priced accordingly. In Saudi Arabia, JOH Partners has placed a chief strategy officer at a sovereign-adjacent investment platform with a mandate to build portfolio-level coherence across direct, indirect and co-investment programmes. Our analysis of senior hiring at sovereign wealth funds in the Gulf covers how those platforms recruit, and our benchmark of chief executive pay in Dubai and the UAE shows the top of the same ladder.

Reading your own number

A band tells you the shape of the market, not your place in it. To read where you sit, compare your total package, not base alone, against a benchmark that matches the build of your seat and your sector. You can see the pay range for your role free in Your market value; Pro adds where you stand against peers and your package component by component.

Pay is also a judgement about your leadership, not only your technical record. A strategy seat is judged on whether you can change a decision you do not own, which is a question about influence. If you want an outside view of that, you can take the free Leadership Psychometric, a 50-question leadership profile scoring five dimensions, or read the public overview page first. Key takeaways

  • JOH Partners benchmarks chief strategy officer total package at USD 260,000 to 500,000 in the US, GBP 140,000 to 260,000 in the UK, AED 1.1 million to 2.5 million in the UAE and SAR 1.2 million to 2.8 million in Saudi Arabia, with large, deal-heavy or sovereign-linked mandates higher.
  • The title covers three builds: corporate development and deals, a transformation office and the chief executive's strategic arm. The build is the biggest driver of pay.
  • Most chief strategy officers report administratively to the chief executive; a direct line to a board strategy or investment committee strengthens the seat and the package.
  • Public disclosure rarely covers the seat, so benchmark against market data from search mandates rather than filings.
  • Sovereign-adjacent platforms tend towards originating options; family groups tend towards building the case for a chosen direction.

Frequently asked questions

What is the average chief strategy officer salary?
There is no single meaningful average, because the role varies by what it owns. As a total package, JOH Partners benchmarks a chief strategy officer at USD 260,000 to 500,000 in the United States, GBP 140,000 to 260,000 in the United Kingdom, AED 1.1 million to 2.5 million in the UAE and SAR 1.2 million to 2.8 million in Saudi Arabia, with the top tier of large, deal-heavy or sovereign-linked mandates running higher in every market.
What does a chief strategy officer actually do?
The formal remit usually covers portfolio strategy, M&A screening, competitive intelligence and long-range planning that goes to the board. In practice the seat is built in one of three ways: around corporate development and deals, around a transformation office, or around supporting the chief executive's agenda. Which one it is sets the scope and the pay.
Who does a chief strategy officer report to?
Most report administratively to the chief executive. That is workable if the board keeps a direct line to the function's unfiltered view, typically through a strategy or investment committee. Reporting into the chief executive rather than the board is one reason the pay sits below some other chief roles.
How does chief strategy officer pay compare to COO and CFO?
Total package for a chief strategy officer usually sits at or just below a chief operating officer in the same market, because the COO owns a larger operating scope. A deal-heavy or sovereign-linked chief strategy officer can sit closer to the CFO. Compare on total package and on how much of it is guaranteed, not on title.
Do chief strategy officers get equity and bonus?
Commonly yes. The US Bureau of Labor Statistics notes that total compensation for corporate executives often includes stock options and other performance bonuses. Evaluate any equity on vesting, leaver terms and entry valuation, not just the headline number.
